Terms and Conditions

Welcome to ePESO, a digital employment facilitation platform that is part of the eSulong Super Apps owned and operated by the City Government of Ilagan through the Public Employment Service Office (PESO) – Ilagan City.
By accessing or using this website and its services, you agree to comply with and be bound by these Terms and Conditions. Please read these Terms carefully. If you do not agree, you must not use the Platform or its services.
1. Eligibility
1.1 Users must be at least 18 years old or of legal age as recognized in the Philippines to register and use the ePESO platform.
1.2 Users must provide accurate, complete, and up-to-date information upon registration.
1.3 The platform has three (3) types of users:

Administrator (PESO): Authorized personnel of the City Government of Ilagan.

Employer: Registered companies or organizations posting legitimate job vacancies.

Applicant: Individuals seeking employment through ePESO.
2. User Accounts
2.1 Users are responsible for maintaining the confidentiality of their account credentials and for all activities conducted under their account.
2.2 Users agree to immediately notify PESO Ilagan City of any unauthorized use of their account.
2.3 PESO reserves the right to suspend or terminate accounts that violate these Terms, applicable laws, or engage in fraudulent activity.
2.4 PESO may require additional verification of identity or company legitimacy as needed.
3. Acceptable Use of the Platform
3.1 Users agree to use ePESO only for lawful and legitimate purposes, in compliance with Philippine laws and regulations.
3.2 Users shall not:

Post or distribute any illegal, defamatory, obscene, or infringing content;

Use the platform to transmit unsolicited communications or spam;

Attempt to hack, disrupt, or exploit the platform’s security.
3.3 Employers may post only legitimate job vacancies and must not: -
Post misleading or false job listings;

Engage in illegal recruitment or employment discrimination;

Collect applicant data outside the bounds of lawful hiring processes.
3.4 Applicants may only submit truthful and accurate information in their digital resumes.
4. Job Listings and Applications
4.1 PESO Ilagan City facilitates the connection between employers and applicants but is not a party to any employment contract or hiring decision.
4.2 PESO does not guarantee the accuracy, completeness, or legitimacy of job postings submitted by employers.
4.3 Employers are only allowed to view applicant information submitted directly to their job postings.
4.4 Applicants acknowledge that their data is shared only with the employers to whom they applied.
5. Payments and Fees
5.1 The ePESO platform is a public service initiative of the City Government of Ilagan. However, certain premium features (if applicable) may require payment.
5.2 Any applicable fees will be clearly communicated to users before any transaction.
5.3 Payments are non-refundable unless otherwise stated in specific service agreements.
5.4 PESO reserves the right to adjust or change fees with prior notice.
6. Privacy and Data Protection
6.1 PESO Ilagan City is committed to protecting your privacy and complying with Republic Act No. 10173 (Data Privacy Act of 2012).
6.2 By using the ePESO platform, you consent to the collection, use, storage, and processing of your personal data as outlined in our Privacy Policy.
6.3 Employers are strictly prohibited from using applicant data for purposes other than legitimate recruitment.
6.4 Unauthorized disclosure, misuse, or transfer of applicant data is subject to penalties under the Data Privacy Act and related laws.
7. Intellectual Property
7.1 All content, designs, logos, databases, and software on ePESO are owned by the City Government of Ilagan or its authorized licensors.
7.2 Users are not allowed to copy, modify, reproduce, or distribute any platform content without prior written authorization.
7.3 Employers and applicants may only use platform content for purposes directly related to lawful employment facilitation.
8. Limitation of Liability
8.1 PESO Ilagan City provides the platform “as is” and “as available” without warranties of any kind, either express or implied.
8.2 PESO shall not be liable for any:

Indirect, incidental, special, or consequential damages;

Loss of data, profits, or opportunities arising from the use or inability to use the platform;

Unauthorized access to or alteration of user transmissions or data.
8.3 Employers and applicants assume full responsibility for their interactions and any resulting agreements.
9. Account Suspension or Termination
9.1 PESO Ilagan City reserves the right to suspend or terminate accounts that:

Violate these Terms or applicable laws;

Are involved in fraudulent or abusive activities;

Threaten platform security or integrity.
9.2 Upon termination, all user rights to access or use the platform will cease immediately.
10. Amendments to the Terms
10.1 PESO may revise or update these Terms and Conditions at any time to reflect policy, legal, or operational changes.
10.2 Users will be notified of significant updates through the platform or email.
10.3 Continued use of ePESO after changes constitutes acceptance of the updated Terms.
11. Governing Law and Jurisdiction
11.1 These Terms and Conditions are governed by and construed in accordance with the laws of the Republic of the Philippines.
11.2 Any disputes shall be filed and resolved exclusively in the proper courts of Ilagan City, Isabela.
11.3 In the event of a conflict between these Terms and mandatory Philippine law, the latter shall prevail.
